De kerntaak van de overheid is met beleid maatschappelijke problemen aan te pakken. Wij onderscheiden vier in grote lijnen type problemen.

(In)domitable scientific problems

Low (In)domitable Ethical Problems

Indomitable political problems

(wicked problems)

• Tamed Problems are problems we understand and hence know how to solve.

• (In)domitable scientific problems are problems where the quality of the knowledge that is applied is contested. Actors involved agree on the standards but not on the knowledge that must be applied to solve the problem.

• (In)domitable Ethical Problems have a technical solution, but actors disagree about the values and norms to obey.

• Indomitable political problems are also called wicked problems. There are no standards for the solution, and there is no scientific evidence to apply to solve the problem.

De pandemie is bij uitstek een wicked problem; terwijl wij het proberen op te lossen verandert het probleem en verandert ook de wetenschappelijke kennis. Een grote groep begrijpt dat niet raakt gefrustreerd. Daar komt nog bij dat de focus nog altijd op de korte termijn is. Een Wetenschappelijke Raad voor Regeringsbeleid is een noodzakelijke aanvulling om de koers voor de toekomst te bepalen.
