Ik ben best onder de indruk van de dossierkennis van sommige analisten, professionals en anderen. De uitdaging zit hem in weten dat een document bestaat, het bematigen, bestuderen en analyseren. Opzicht is dit al heel wat. En wij hebben een hele serie uitgebreide en ingewikkelde dossiers. Bijvoorbeeld: Cft, Coho, de raffinaderij, CMC, Giro, Ennia, Campo Alegre, e-gaming, onderwijs, gezondheidszorg, het belastingssysteem.

Maar vaak blijft het bij functionele rationaliteit en komt met niet tot substantiële rationaliteit. Substantiële rationaliteit betekent dat iemand in staat is individuele gebeurtenissen in een wijder kader te plaatsen. Technisch, juridisch, financieel weet men bijna alles van de zaak. Maar echt inzicht in de materie komt men niet aan toe, men verzand in de functioneel technische details. Ik kan geen voorbeeld kiezen, want het geld voor alle dossiers. Ik misbijvoorbeeld de energietransistie, de transistie naar stakeholder capitalism, de herziening van de rollen van de staat en die van de burger.
